What SAM.gov actually is

SAM (System for Award Management) is the federal government's single front door: every federal solicitation posts there, every bidder must be registered there, and both sides of that sentence are free — ignore any service charging for “expedited SAM registration.” For Florida trades, SAM is where VA reroofs, base electrical packages, courthouse renovations and USACE sitework live.

Registration, step-by-step

(1) Create a Login.gov account. (2) Start entity registration at sam.gov — you'll receive your UEI (the ID that replaced DUNS) immediately and a CAGE code during processing. (3) Enter core data: legal business name exactly as the IRS knows it, banking for EFT, NAICS codes for your trades (238160 roofing, 238210 electrical, 237310 highway/street — pick several that fit). (4) Complete the reps & certs questionnaire honestly. (5) Submit and wait — activation typically takes days to a few weeks, so register BEFORE the bid you want appears. Renewal is annual and free.

The set-aside advantage

Federal contracting reserves huge volumes for small businesses — and within that, SDVOSB, 8(a), HUBZone and WOSB set-asides shrink the competing field to a fraction of the open market. A small Florida roofer bidding an SDVOSB-set-aside reroof may face three competitors instead of thirty. Check every program you legitimately qualify for; certification effort pays back on the first award.

Finding your work

SAM's search filters by NAICS, place of performance, and set-aside — save searches for daily email notices (useful, though notoriously noisy and title-only). Each solicitation page carries the full package: specs, drawings, wage determinations, Q&A, amendments — read amendments religiously; they change bid dates and scope constantly.

Your first federal bid, honestly

Expect more paperwork than a county job: bid guarantee, representations, past-performance forms, Buy American clauses on materials, and prevailing (Davis-Bacon) wages in your price. Expect also slower award timelines and utterly reliable payment.
